ARTICLE 1 – NAME (DANH XƯNG)
The United States Conference of Vietnamese Permanent Deacons (USCVPD)
Cộng Đồng Phó Tế Vĩnh Viễn Việt Nam Tại Hoa Kỳ (CĐPTVN HK)
ARTICLE 2 – PURPOSE (MỤC ĐÍCH)
The purpose of the USCVPD is to foster fraternal solidarity, facilitate the sharing of experiences in the Catholic Church's services and pastoral ministries, and work together for mutual progress and the glorification of God.
Mục Đích của Công Đồng là tạo sự liên đới tình huynh đệ và chia sẻ những kinh nghiệm phục vụ Giáo Hội Công Giáo để cùng thăng tiến và làm vinh danh Thiên Chúa.
ARTICLE 3 – MEMBERSHIP (HỘI VIÊN)
3.1. Membership Requirements (Điều kiện trở thành hội viên)
All permanent deacons and wives are eligible for membership of the USCVPD.
Tất cả các Phó Tế và phu nhân đương nhiên là những hội viên.
3.2. Membership Types (Thành phần hội viên)
There are two types of membership:
- Permanent Membership: Includes all permanent deacons and their wives.
- Temporary Membership: Includes all permanent deacon candidates and their wives.
Hội Viên được chia làm hai thành phần:
- Hội viên chính thức: Là tất cả các Phó Tế và phu nhân.
- Hội viên chuyển tiếp: Gồm các người đang theo học và phu nhân
3.3. Membership Rights (Quyền lợi hội viên)
If a permanent deacon passes away, his wife shall maintain membership in the USCVPD until her death or until she requests a withdrawal.
Nếu chồng chết, vợ vẫn là hội viên cho tới ngày từ trần hay xin rút lui.
ARTICLE 4 – OFFICE (VĂN PHÒNG)
4.1. Main Office
The official residence of the USCVPD shall be the place of residence of the current President of the USCVPD.
Văn phòng của CĐPTVN HK được đặt tại địa chỉ của vị Chủ Tịch đương nhiệm.
4.2. Regional Office
Depending on the need, the USCVPD Management Team may change or organize all new regional offices. Now, the USCVPD regional offices include the following.
Tùy theo nhu cầu, Ban Điều Hành CĐPTVN HK ấn định việc thay đổi vị trí các Miền.
Hiện nay, Liên Đoàn được phân chia thành 6 Miền, mỗi Miền bao gồm các Tiểu Bang như sau:
- The Northeast (Đông Bắc): Connecticut, Maine, Massachusetts, New Hampshire, New York, Rhode Island, Vermont.
- The East (Đông): New Jersey, Delaware, Maryland, Pennsylvania, Virginia, West Virginia, Michigan, Ohio, Indiana, Kentucky, Washington DC.
- The Southeast (Đông Nam): Georgia, North Carolina, South Carolina, Tennessee, Louisiana, Mississippi, Alabama, Arkansas, Puerto Rico, and Florida.
- The Mid-West (Trung Tây): Colorado, Nebraska, Wyoming, Kansas, Missouri, Oklahoma, Iowa, Minnesota, North Dakota, South Dakota, Illinois, and Wisconsin.
- The West (Tây): California, Hawaii, Nevada. Utah, Alaska, Idaho, Montana, Oregon, Washington, Arizona, and Guam.
- The South (Nam): Texas and New Mexico.
ARTICLE 5 – THE MANAGEMENT TEAM (BAN ĐIỀU HÀNH)
The USCVPD Management Team shall consist of the following:
- Past President (2-year term)
- President (2-year term)
- Vice President (2-year term - Succeeding President)
- Secretary (appointed by the President)
- Treasurer (appointed by the President)
Để điều hợp các công việc, Ban Điều Hành (BĐH) gồm những thành phần sau đây:
- Chủ Tịch Mãn Hạn (nhiệm kỳ 2 năm)
- Chủ Tịch (nhiệm kỳ 2 năm)
- Phó Chủ Tịch (nhiệm kỳ 2 năm - Chuyển Tiếp)
- Thư Ký (Chủ Tịch bổ nhiệm)
- Thủ Quỹ (Chủ Tịch bổ nhiệm)
ARTICLE 6 – MEETING/CONVENTION (HỘI HỌP)
6.1. Special Meeting (Họp bất thường)
When necessary or in case of an emergency, the President may call a special meeting, inviting members of the USCVPD Management Team and other members if deemed necessary.
Khi có việc khẩn cấp, vị Chủ Tịch có thể mời các ủy viên trong Ban Điều Hành (BĐH) và các hội viên cần thiết khác dự phiên họp bất thường.
6.2. The Convention (Đại Hội)
The USCVPD shall hold a Convention every two years, open to all members. The current Management Team, aligning with our established regional geography, will determine the Convention’s time and place. (This approach ensures equitable distribution of convention locations across the country. The convention location shall be announced during that year's conference, allowing local members to efficiently search for venues and aiding in effective event organization. Advance booking will be required to secure the desired time and date, enabling members to plan accordingly).
Đại Hội được tổ chức hai năm một lần cho tất cả các hội viên. Nơi tổ chức Đại Hội sẽ do BĐH quyết định.
ARTICLE 7 – NOMINATION/ELECTION (ỨNG CỬ/BẦU CỬ)
7.1. Nomination (Đề Cử/Ứng Cử)
All members of the USCVPD have the right to nominate or to run for the Office of the Vice President.
Tất cả các Phó Tế đều có quyền ứng Cử, hoặc đề cử vào chức vụ Phó Chủ Tịch
7.2. Election (Bầu Cử)
There is no election for the Office of the President.
The election for the position of Vice President shall take place during the Convention. All Convention attendees shall have the right to vote and elect the new Vice President. (The election process shall include the use of a secure ballot to ensure confidentiality and integrity. The winner of the election shall be determined by a simple majority vote, where the candidate with the highest number of votes is declared the winner. In the event of a tie between candidates, the current president shall have the authority to break the tie and make the final decision)
The Vice President shall succeed the President upon the expiration of the President's term.
Không có bầu cử vào chức vụ Chủ Tịch.
Bầu cử vào chức vụ Phó Chủ Tịch được tổ chức vào kỳ Đại Hội.
Tham dự viên Đại hội sẽ bầu chức vụ Phó Chủ Tịch.
Phó Chủ Tịch sẽ tiếp nhiệm chức Vụ Chủ Tịch sau khi Chủ Tịch hết nhiệm kỳ
7.3. Appointments (Chức Vụ Chỉ Định)
The newly elected President shall appoint the Secretary and Treasurer to the Management Team
Vị Tân Chủ Tịch sẽ mời các ủy viên (Thư ký, Thủ quỹ) vào trong BĐH.
7.4. Term Limits (Giới Hạn Chức Vụ)
Past President - 2-year term
President - 2-year term
Vice President - 2-year term - Succeeding President
Secretary - appointed by the President.
Treasurer - appointed by the President.
All Past Presidents shall be eligible to run for the position of Vice President one additional time after their term expires.

Các Vị Chủ Tịch Mãn Hạn sau khi phục vụ xong một nhiệm kỳ, vẫn có thể ứng cử hoặc đề cử để được bầu vào chức vị Phó Chủ Tịch một lần nữa.
ARTICLE 8 - OTHER COMMITTEES (CÁC BAN-NGÀNH)
To assist in managing the USCVPD, the Management Team has the authority to establish committees, sub-committees, or ad-hoc committees such as IT, website, finance, YouTube, Facebook, etc.
BĐH có thể mời một số hội viên làm phụ tá để lo các vấn đề chuyên môn như: mạng lưới điện toán, tài chánh, YouTube, Facebook, v.v.
ARTICLE 9 – RESIGNATION (TỪ CHỨC)
9.1. Resignation Process:
Members of the Management Team may resign by submitting a written letter of resignation to the Management Team. The letter must state the reason(s) and be accepted, consented to, or concurred with by the remaining members of the Management Team.
Các ủy viên trong BĐH có thể xin từ chức bằng cách viết một lá thư tới BĐH nói rõ lý do và được sự chấp thuận của ủy viên còn lại của BĐH đồng ý.
9.2. The President Resigns:
In case the President resigns, the Vice President will assume the Office of the President.
Trong trường hợp Chủ Tịch từ chức, vị Phó Chủ Tịch sẽ lên thay thế cho đến hết nhiệm kỳ.
9.3. The entire Management Team Resigns:
In the event that the entire Management Team resigns, it is mandatory for the Management Team to call a general Convention to elect a new Management Team
Nếu toàn BĐH từ chức, BĐH phải triệu tập Đại Hội và toàn Đại Hội sẽ bầu Chủ Tịch và Phó Chủ Tịch mới.
ARTICLE 10 – MEMBERSHIP FEE (NIÊN LIỄM)
The Membership Fee for each Deacon family is $5.00 per month ($2.50 per person) or $60.00 per year. Upon the passing of his wife, the Deacon only pays $2.50 per month. However, if the permanent deacon passes away, his wife shall be exempt from paying the membership fee.
Niên liễm được ấn định cho mỗi gia đình hội viên là $5.00 một tháng ($2.50 một người) hay là $60.00 một năm. Khi vợ qua đời, Phó Tế chỉ đóng $2.50 một tháng. Nhưng khi Phó Tế qua đời, vợ không phải đóng niên liễm.
ARTICLE 11 – AMENDMENTS TO THE BYLAWS (TU CHÍNH NỘI QUI)
If there are motions to amend the Bylaws at the Convention, all articles in the Bylaws may be amended by the simple majority vote of the convention attendees.
Tất cả các điều trong nội qui có thể được tu chính nếu có đề nghị và được chấp thuận của số đông của tổng số các hội viên có mặt trong kỳ Đại Hội.
ARTICLE 12 – BENEFITS AND RESPONSIBILITIES (QUYỀN LỢI VÀ BỔN PHẬN)
12.1. Spiritual Obligation
The Management Team shall arrange for two Masses to be offered for deceased members, and every member of the USCVPD shall offer at least one Rosary Chaplet as prayers for the deceased member. Additionally, the Management Team shall organize a monthly Mass for all living members.
BĐH sẽ xin 2 lễ và mỗi gia đình hội viên đọc một tràng kinh Mân Côi cầu cho hội viên qua đời. BĐH xin 1 lễ mỗi đầu tháng để cầu nguyện cho hội viên còn sống.
12.2. Offerings
The Management Team shall determine the value of the bouquet of flowers offered.
